¿Qué hacer para crecer?

Abstract

"Esta pregunta, al parecer cada día más impertinente para el gobierno, sucede a la que nos hicimos hace poco más de veinte años en Huatusco, a convocatoria del amigo y colega Javier Beristaín: ¿por qué no crecemos? Entonces, veníamos de lo que parecía ser, a fin del siglo xx, una recuperación virtuosa que combinaba un crecimiento económico alto de alrededor de 6,0%, con el cambio político pacífico y democrático en el poder presidencial, con la llamada “alternancia” del año 2000. Luego todo cambió y la economía se pasmó. ¿Por qué no crecemos, (nos) cuestionábamos, si hemos hecho lo aconsejado en materia de reformas institucionales dirigidas a hacer de la mexicana una economía abierta y de mercado, lista para inscribirse con pujanza en el nuevo y portentoso mundo de una globalización sin Guerra Fría? Observando lo muy poco y sin consistencia que entonces se hacía en materia de inversión pública y programación del crecimiento, así como en promociones consistentes y sostenidas articuladas por una política industrial renovada y orientada a aprovechar las oportunidades que abría para México el recién estrenado TLCAN, Jaime Ros y José Casar, queridos amigos y colegas, respondían: ¿y por qué habríamos de crecer? "This question, seemingly increasingly impertinent to the government, follows the one we asked ourselves a little over twenty years ago in Huatusco, at the invitation of our friend and colleague Javier Beristaín: Why aren't we growing? Back then, we were coming off what seemed to be, at the end of the 20th century, a virtuous recovery that combined high economic growth of around 6.0% with a peaceful and democratic political change in presidential power, with the so-called "alternation" of 2000. Then everything changed, and the economy was stunned. Why aren't we growing, we asked ourselves, if we have done what was recommended in terms of institutional reforms aimed at making Mexico an open, market-based economy, ready to vigorously enter the new and portentous world of globalization without the Cold War? Noting how little and inconsistent public investment and growth planning were being done at the time, as well as how consistent and sustained promotions were articulated by a renewed industrial policy aimed at taking advantage of the opportunities opened up for Mexico by the newly launched NAFTA, Jaime Ros and José Casar, dear friends and colleagues, responded: "Why should we grow?"
