Análisis del programa de desarrollo con enfoque territorial - PDET en el municipio de El Rosario departamento de Nariño, periodo 2018 – 2024
Resumen
El acuerdo final para la terminación del conflicto y la construcción de una paz estable y duradera establece que “Los Programas de Desarrollo con Enfoque Territorial (PDET) son un instrumento de planificación y gestión del Gobierno Nacional (a través de la Agencia de Renovación del Territorio- ART) para implementar de manera prioritaria y con mayor celeridad los planes sectoriales y programas en el marco de la Reforma Rural Integral (RRI) y las medidas pertinentes que establece el Acuerdo Final”.
Los PDET, como lo describe la mesa de conversación en el documento del acuerdo final para la terminación del conflicto (2016), tiene como objetivo “ser el canal de transformación del campo y el ámbito rural, asegurar el bienestar y el buen vivir; la protección de la riqueza pluriétnica y multicultural; desarrollo de la economía campesina y familiar; integración de las regiones abandonadas y golpeadas por el conflicto; reconocimiento y promoción de las organizaciones y hacer del campo un escenario de reconciliación” (p. 21) y para el cumplimiento desarrollan un proceso de planeación participativa centrados en 8 pilares como temas centrales:
Pilar1. Ordenamiento social de la propiedad rural y uso de suelo; Pilar 2: Infraestructura y adecuación de tierra; Pilar 3: Salud; Pilar 4: Educación Rural y Primera Infancia; Pilar 5: Vivienda rural, agua potable y saneamiento básico rural; Pilar 6: Reactivación económica y producción agropecuaria; Pilar 7: Sistema para la garantía progresiva del derecho a la alimentación; Pilar 8: Reconciliación, convivencia y construcción de paz
En ese contexto, el municipio de El Rosario, ubicado en la subregión cordillera del departamento de Nariño, cumple con los criterios de necesidad y urgencia para la priorización de territorios, condiciones establecidas en el Decreto 893 de 2017 “Por el cual se crean los Programas de Desarrollo con Enfoque Territorial -PDET”, establecidos por el alto número de víctimas del conflicto armado, altos niveles de pobreza, debilidad administrativa y de capacidad de gestión y presencia de cultivos de uso ilícito.
Bajo esas circunstancias, se realizó el análisis del programa de desarrollo con enfoque territorial PDET, para establecer el nivel de avance en la consecución de sus objetivos territoriales. The final agreement for the termination of the conflict and the construction of a stable and lasting peace establishes that “The Territorial Development Programs (PDET) are a planning and management instrument of the National Government (through the Territorial Renewal Agency - ART) to implement, as a priority and with greater speed, the sectoral plans and programs within the framework of the Comprehensive Rural Reform (RRI) and the pertinent measures established by the Final Agreement.”
The PDET, as described by the negotiating table in the final agreement document for the termination of the conflict (2016), aims to “be the channel for the transformation of the countryside and the rural area, to ensure well-being and good living; the protection of multi-ethnic and multicultural wealth; development of the peasant and family economy; integration of the regions abandoned and affected by the conflict; recognition and promotion of organizations and making the countryside a scenario of reconciliation” (p. 21) and for compliance they develop a participatory planning process focused on 8 pillars as central themes:
Pillar 1. Social organization of rural property and land use; Pillar 2: Infrastructure and land adaptation; Pillar 3: Health; Pillar 4: Rural Education and Early Childhood; Pillar 5: Rural housing, drinking water and basic rural sanitation; Pillar 6: Economic reactivation and agricultural production; Pillar 7: System for the progressive guarantee of the right to food; Pillar 8: Reconciliation, coexistence and peace building
In this context, the municipality of El Rosario, located in the mountain range subregion of the department of Nariño, meets the criteria of need and urgency for the prioritization of territories, conditions established in Decree 893 of 2017 “By which the Territorial Development Programs -PDET are created”, established by the high number of victims of the armed conflict, high levels of poverty, administrative and management capacity weakness and the presence of illicit crops.
Under these circumstances, the analysis of the territorial development program PDET was carried out to establish the level of progress in achieving its territorial objectives.
