Aspectos económico-institucionales del marco regulatorio mexicano del sistema nacional de innovación

Abstract

El marco regulatorio de un sistema de innovación está compuesto por reglas de distinto origen. Dichas reglas hacen posible y condicionan el funcionamiento del sistema. A su vez ellas generan incentivos o restricciones para las acciones de los agentes que integran el sistema. Este artículo se concentra en las reglas surgidas de la legislación mexicana de ciencia y tecnología que cambió entre 1999 y 2003 en concordancia con las reformas económicas. Se caracteriza y describe esa parte del marco regulatorio mexicano mediante una perspectiva conceptual proveniente de las teorías económicas sobre las instituciones, la innovación y la regulación. Finalmente, se hace una presentación detallada de esos cambios de reglas considerando que ellos tienen repercusiones cruciales sobre las organizaciones, los incentivos y la coordinación de acciones de quienes realizan actividades científicas y tecnológicas.

The regulatory framework of a system of innovation is made up by several kind of rules. Such rules makes possible and, at the same time, constrains the operation of the system. In turn, they generates either incentives or restrictions for system agents’ actions. This study is focused on the rules derived from the Mexican legislation about science and technology, modified between 1999 and 2003 following the country’s economic reforms. In this work, this part of the regulatory framework is described and characterized from the conceptual perspective derived from the economic theories of innovation, regulation and institutions. There is also a detailed description of rules modification, assuming that they have crucial effects over organizations, incentives and operative coordination of who are involved in scientific and technological research.
