Argentina : el estado y las actividades científicas y tecnológicas

Abstract

Este artículo tiene como punto de partida dos series de preguntas de una importancia indudable: por una parte, qué aptitudes han demostrado hasta ahora diversos estados latinoamericanos para llevar adelante políticas de CyT [Ciencia y Tecnología]; y, por la otra, cómo pueden explicarse tales aptitudes -o la falta de ellas-. Cualquier contestación que se quiera dar a estas preguntas -y, en especial, a las del segundo tipo- obliga, necesariamente, a situarlas antes en un cierto espacio teórico; y esta operación siempre tiene consecuencias pues, en el mismo movimiento, establece cuál es el nivel de análisis particular en el que tratarán de buscarse las respuestas. Uno de los instrumentos útiles para avanzar en aquella dirección resulta la distinción entre dos componentes centrales de un sistema político: el régimen social de acumulación y el régimen político de gobierno.

This article starts by presenting a set of questions of unquestionable relevance: on the one hand, which skills have several Latin American states so far shown to carry out science and technology policies, and on the other, how those skills -or lack of skills- can be explained. In order to find an answer to these issues -mainly to the latter- it is necessary to place said questions within a theoretical background. This placing will always have some consequences because it establishes in the same movement the precise analysis level in which the answers will be sought. One of the useful instruments in following this course is to draw a distinction between two basic compo- nents of a política! system: the social standard of accumulation and the olitical government régime.
