Libremercado, intervenciones estatales e instituciones de Ciencia y Técnica en la Argentina : apuntes para una discusión

Abstract

Este artículo intenta responder a la pregunta acerca de las causas de la crisis de las instituciones argentinas de ciencia y tecnología (CyT). Desechando otros argumentos, se sostiene como hipótesis general que el actual "set" de instituciones fue una respuesta, más o menos articulada y con diversos grados de eficiencia, a los desafíos que planteaba el modelo sustitutivo, a las condiciones imperantes en el contexto internacional, y al sustrato técnico referido a la forma de generar y difundir ciencia y tecnología, vigentes en la primera mitad del presente siglo, pero que, dada las nuevas condiciones locales e internacionales, presenta actualmente algunas asincronías para cumplir con sus objetivos iniciales.

This article tries to answer the question as to why science and technology organizations are undergoing a crisis in Argentina. The author puts aside other arguments, and proposes as his hypothesis that current institutions sprang as a more or less articúlate and efficient response to the challenges presented by the sustitution model to the conditions prevailing within the international context, and to the technical basis conceming the way of generating and spreading science and technology effective during the first half of this century, but which, under the new domestic and international conditions, displays at the present time some asynchronisms in the fulfilment of the initial goals.
