Defensa misilística : qué hay detrás del NMD

Abstract

El presente artículo intentará demostrar cómo el desarrollo por parte del gobierno de Estados Unidos de un sistema de defensa misilística (NMD según sus siglas en inglés), diseñado para contrarrestar un ataque con misiles intercontinentales, forma parte, quizá la pieza restante, de un rompecabezas que se fue gestando a lo largo de la década de 1990 y que consiste en el fortalecimiento y consolidación de los Estados Unidos no sólo como potencia dominante sino también como líder global en el marco de un mundo unipolar. Ésta será la hipótesis principal del trabajo, enmarcar el desarrollo de este megaproyecto en un marco de consolidación estratégica de los Estados Unidos en un contexto de unilateralidad en la toma de decisiones. Sin embargo, también serán discutidos otros dos factores que parecen tener peso en el desarrollo del NMD: el poder de la corporación militar-industrial en la asignación de nuevos contratos y el diseño de una nueva doctrina de defensa caracterizada por su perfil futurista en el marco de una faz defensiva en el campo de la disuasión nuclear.

The following article will try to prove how the development of a missile defense system by the government of the United States (known as National Missile Defense or NMD) originally disigned for counteracting an attack with ICBMs (intercontinental ballistic missiles), takes part, and maybe the remaining piece, of a puzzle which was projected during the 1990s, and that consists of the strengthtening and consolidation of the USA not only as the dominant power but also as the global leader in a unipolar world. This will be the main hypothesis of this article, to carachterize the development of this huge project in the context of the strategic consolidation of the USA in a context of unilaterallity in decision making. Nevertheless, two other factors which seem to be important in NMD’s develpmet will be discussed: the influence of the military-industrial corporation in the allowance of contracts, and the design of a new defense doctrine with futurist characteristics with regard to the defensive aspects of nuclear dissuasion.
