Legislating is not enough : regulation of cannabis and the survival of the prohibitionist discourse among the operators of the penal system
Resumen
A partir de la experiencia de implementación del modelo uruguayo de regulación y control del cannabis, se caracteriza el discurso prohibicionista y se analiza su permanencia entre buena parte de los operadores del sistema de justicia penal. De allí se infieren algunas acciones a tener en cuenta por las iniciativas regulatorias en materia de drogas, más allá de los cambios legislativos. Based on the experience of implementing the Uruguayan cannabis regulation and control model, the prohibitionist discourse is characterized and its permanence among a large part of the criminal justice system operators is analyzed. From there are inferred some actions to be taken into account by regulatory initiatives on drugs, beyond legislative changes.
