Por lo que se efectuaron en un contexto de extrema complejidad política, social y económica donde a priori se podría considerar que la actividad turística no revestía de un interés significativo. Se analizará si estas asesorías contribuyeron en el proceso de planificación así como en la toma de decisiones políticas durante el período y qué grado de éxito tuvieron en la implementación de alguna de las acciones poniendo especial énfasis en lo referente a la determinación de regiones turísticas (ya existentes o nuevas) y generando territorios turísticos -que en algunos casos se puede afirmar que permanecen hasta la actualidad - y se incorporaron al sistema turístico uruguayo.; This article approachs the importance of international consultancies in the 1970s, most of them carried out during the government of the military dictatorship that was established in Uruguay in 1973. Because of what took place in a context of extreme political complexity, social and economic where a priori it could be considered that the tourist activity did not have a significant interest. It will be analyzed if these consultancies contributed in the planning process as well as in the political decision making during the period and what degree of success they had in the implementation of any of the actions, placing special emphasis on the determination of tourist regions (already existing or new) and generating tourism territories -which in some cases can be said to remain until today- and incorporated into the Uruguayan tourist system. Aportes para pensar alternativas viables; The delevopment utopia. Contributions to think viable alternatives Las teorías del desarrollo, al menos las más difundidas de occidente, analizan y debaten arduamente los diferentes caminos para alcanzar el desarrollo, pero no con el mismo ímpetu la concepción del mismo. Desde propuestas muchas veces antagónicas, se debate el rol de las instituciones, la libre movilidad de los factores de producción, las capacidades tecnológicas, las relaciones con el mercado mundial, entre otros elementos importantes para un proceso de desarrollo. Sin embargo, el deterioro ambiental del planeta, que se manifiesta en múltiples dimensiones, ha llevado a la sostenibilidad a ser un elemento central para nuevas discusiones. La comunidad internacional ha intentado abordarla en las últimas décadas sin éxito. Desde la óptica de este trabajo, esto se debe a la persistente pretensión de no abandonar la concepción original del desarrollo y pretender apaciguar sus externalidades mediante la ampliación del concepto. Por este motivo, este trabajo se propone analizar los principales problemas de la concepción hegemónica del desarrollo, y avanzar en la construcción de posibles alternativas para la sociedad. Para este objetivo, se presenta un estudio preliminar de la experiencia de las cooperativas de vivienda inscriptas en el Programa de Autogestión de la Vivienda de la Ciudad de Buenos Aires, en el que se intenta constatar si el cooperativismo puede ser una forma de organizar el trabajo positivo para promover el cambio de paradigma necesario para pensar en el desarrollo de forma verdaderamente sostenible.; The development theories, at least the most widespread in the West, analyze and debate arduously the different ways to achieve development, but not with the same impetus the conception of it. From proposals often antagonistic, the role of institutions, the free mobility of production factors, technological capabilities, relations with the world market, among other important elements for a development process are debated. However, the environmental deterioration of the planet, which manifests itself in multiple dimensions, has led to sustainability to be a central element for new discussions. The international community has tried to address it in recent decades without success. From the point of view of this work, this is due to the persistent pretension not to abandon the original conception of development and to try to appease its externalities by broadening the concept. For this reason, this work aims to analyze the main problems of the hegemonic conception of development, and advance in the construction of possible alternatives for society. For this purpose, a preliminary study about the experience of housing cooperatives registered in the Housing Self-Management Program of the City of Buenos Aires is presented, in order to verify if cooperativism can be a way of organizing work positive to promote the paradigm shift necessary to think about development in a truly sustainable way. La articulación propuesta tiene eje en los aportes del feminismo en diálogo con el marxismo, de las décadas del sesenta y setenta, particularmente, los trabajos enmarcados en lo que se denominó el debate sobre el trabajo doméstico. Conjugados con las discusiones provenientes de la revisión crítica de la teoría alemana de la derivación del Estado, es posible visibilizar teóricamente el carácter patriarcal del Estado, anclado en el trabajo doméstico y las relaciones de género allí puestas en juego. Con el objetivo de descender el nivel de abstracción a este planteo, se analizan las relaciones de género manifestadas en las relaciones externas del Estado con el mercado, observando la evolución del trabajo doméstico, bajo la forma neoconservadora que asumió el Estado argentino durante la década del noventa y la metamorfosis posterior. Este análisis permite observar un proceso de mercantilización de las relaciones sociales, a partir de la inserción laboral femenina, acompañado a su vez de un proceso de desestatalización, en el que el Estado dejó de hacerse cargo de determinados gastos sociales. Esto generó un reforzamiento de las relaciones de género, ya que las mujeres continuaron haciéndose cargo del trabajo doméstico.; The present work consists in providing some keys of the feminist debates contributing to enrich the discussions on the State, especially making visible, on a theoretical level, the patriarchal character of the capitalist State. The articulation proposed has an axis in the contributions of feminism in dialogue with Marxism, from the sixties and seventies, particularly, the works framed in what was called the debate on domestic work. Conjugated with the discussions stemming from the critical review of the German theory of the derivation of the State, it is possible to make visible theoretically the patriarchal character of the State, anchored in domestic work and the gender relations put into play there. With the aim of lowering the level of abstraction to this proposal, the gender relations manifested in the external relations of the State with the market are analyzed observing the evolution of domestic work, under the neoconservative form assumed by the Argentine State during the decade of the ninety and the subsequent metamorphosis. This analysis allows us to observe a process of commodification of social relations, based on the female labor insertion, accompanied in turn by a process of de-nationalization, in which the State stopped taking charge of certain social expenditures. Este trabajo pretende reflexionar de manera crítica sobre esta cooperación en la región de América Latina y adoptar un camino de abordaje para futuras investigaciones en el sub-campo de la agenda educativa regional y transfronteriza, particularmente para el caso del Mercado Común del Sur (Mercosur). En primer lugar, se realiza un mapeo de conceptos vinculados a la temática, que dada su carácter multidimensional, abarca postulados de las Relaciones Internacionales, de los enfoques sobre regionalismo y de gobernanza. Luego, se tratan las especificidades de la CSS Descentralizada en la región latinoamericana y se abordan las características de la misma vinculada a la agenda educativa. Para terminar, este estudio plantea la necesidad de reconocer los desafíos y oportunidades de esta modalidad específica de CSS, la cual desde el territorio puede contribuir a crear oportunidades genuinas para un modelo regional de carácter positivo.; South-South Cooperation (CSS) Decentralized is a modality of International Development Cooperation that has been intensifying in recent decades. This paper intends to reflect critically on this cooperation in the Latin American region and adopt a path for future research in the sub-field of the regional and cross-border educational agenda, particularly in the case of the Common Market of the South (Mercosur). In the first place, a mapping of concepts linked to the subject is carried out, which, given its multidimensional nature, encompasses postulates of International Relations, approaches to regionalism and governance. Then, the specificities of the Decentralized CSS in the Latin American region are discussed and the characteristics of the same linked to the educational agenda are addressed. Finally, this study raises the need to recognize the challenges and opportunities of this specific form of CSS, which from the territory can contribute to create genuine opportunities for a positive regional model.
