La cooperación científico-tecnológica entre la Unión Europea y América Latina : el actual contexto internacional y el Programa Marco de la Unión Europea

Abstract

Aunque ha tenido efectos positivos, la cooperación científico-tecnológica entre los países europeos y los latinoamericanos no ha favorecido la interacción con los sistemas productivos locales en lo que respecta a sus necesidades tecnológicas, y las contribuciones al proceso de innovación y al desarrollo socioeconómico de estos últimos han sido cualitativa y cuantitativamente escasas. En el presente trabajo se analiza la nueva situación creada en dicha cooperación a raíz de la puesta en marcha de los programas marco por parte de la Unión Europea, y en particular con el pm5 para 1999-2002. Se discute especialmente el papel que podría jugar dicha cooperación para las economías emergentes de América Latina, en particular en el caso de las pequeñas y medianas empresas.

The scientific and technological cooperation between the European and the Latin American countries, although having positive effects, has not favoured the interaction with the local productive systems regarding their needs of technology, and the contributions to the innovative process and to the socioeconomic development of the latter have been both qualitative and quantitatively scarce. In the present work the new situation created by consequence of the start of the Framework Programmes on the part of the UE, and particularly with the FP5 for 1999-2002, is analyzed. The role that the cooperation could play in front of the emerging economies of Latin America, and in particular in the case of the Small and Medium Enterprises, is specially discussed.
